Officer of the Year – K9 Officer Frank LeGate
K9 Officer Frank LeGate was recognized for his courage during a dangerous armed confrontation in June 2024. Responding to a distress call, officers came under immediate gunfire. Despite being injured by shrapnel, Officer LeGate remained in the fight, ensuring the safety of his fellow officers.
Beyond this incident, LeGate and his K9 partner, Murph, have played a crucial role in tracking suspects, detecting illegal substances, and enhancing public safety. His leadership within the department, frequently serving as an acting sergeant, has earned him the deep respect of his peers and superiors.
Communications Officer of the Year – Chelsea Johnson
Chelsea Johnson excelled as a communications officer, trainer, and supervisor in 2024. Her ability to stay calm under pressure saved lives. In April, she coordinated efforts with multiple agencies to rescue a kidnapped child, earning two Honorable Service Awards. In June, she managed emergency communications during a high-risk active shooter situation, ensuring a swift and coordinated response.
With five years at the Melbourne Police Communications Center, Johnson is known for her professionalism, quick decision-making, and compassionate approach to emergency calls. Her dedication makes her an invaluable member of the team.
Employee of the Year – CSI Valerie Houston
Crime Scene Investigator Valerie Houston was honored for her tireless work and exceptional contributions to numerous cases. In 2024, she played a significant role in investigating 10 homicides, leading three and providing crucial support in four others.
Houston’s attention to detail and innovative approach earned her two Unit Meritorious Awards. She was instrumental in solving a complex narcotics case and provided expert analysis in an officer-involved shooting investigation. As the evening shift CSI, she handles the highest volume of cases, making her an indispensable asset to the department.
Detective of the Year – Detective Jay Hazelett
Detective Jay Hazelett demonstrated exceptional investigative skills, handling two major homicide cases with determination. Her work on an arson murder case, in close collaboration with the State Fire Marshal and the State Attorney’s Office, led to a grand jury indictment and a confession from the suspect. In another case, her sharp instincts uncovered key admissions in a stabbing homicide, resulting in a murder indictment.
Hazelett’s expertise extends beyond investigations. She mentors new detectives, serves as a department firearms instructor, and is an active member of the SWAT team. Her commitment to justice and mentorship makes her a role model in the department.
Supervisor of the Year – Sergeant David Helms
Sergeant David Helms was recognized for his exceptional leadership following his promotion. He took on additional responsibilities as Watch Commander while also mentoring a new sergeant. His ability to manage multiple roles while overseeing the K9 Unit demonstrated his dedication and versatility.
Under his leadership, the K9 Unit has enhanced training and operations, making it more effective in high-risk situations. His professionalism and mentorship set a high standard for law enforcement.
Field Training Officer of the Year – FTO Briana Fahy
Field Training Officer Briana Fahy made a significant impact in 2024, earning the Unit Meritorious Performance Award for her role in a multi-agency response to a barricaded shooter incident. She also received two Exceptional Duty Awards for her efforts in the arrests of multiple violent felons and the recovery of a stolen vehicle.
As a trainer, Fahy demonstrates patience and leadership, guiding new officers as they adapt to their roles. She balances professionalism with empathy, ensuring both officers and the public receive the best possible service. Her dedication to teamwork and public safety is commendable.
